SAN DIEGO—-The San Diego County Board of Supervisors and developer, Lowe Enterprises, hosted community leaders and local officials at a groundbreaking ceremony April 8 to kick off construction of the first two office buildings at the new County Operations Center in the Kearny Mesa area of San Diego.
